There is "no chance" one of Cambodia's last independent media outlets will be allowed to reopen, leader Hun Sen said Tuesday, after officials hit back at Western governments' concerns over press freedoms ahead of national elections.

Online Khmer- and English-language outlet Voice of Democracy (VOD) stopped broadcasting on Monday. Prime Minister Hun Sen had ordered its licence revoked over what he said was an erroneous report about his eldest son.

Late Monday night the United States said it was "deeply concerned" by the "abrupt" closure of the broadcaster, adding to a chorus of criticism from rights groups and western missions over Phnom Penh's actions.

"Foreigners have no right to order us to do this or that to fulfil their wishes because this is our internal affairs," Hun Sen wrote in a Facebook post on Tuesday afternoon, reiterating the media outlet "has no chance to reopen".

Cambodia has dropped all testing for Covid-19 and reintroduced its pre-pandemic visa-on-arrival system in a bid to resuscitate its economy, especially sectors like tourism.

Prime Minister Hun Sen said easing the entry requirements for international travellers would attract investment, business and tourism to the kingdom.

"It will also reduce nose pain from taking the Covid-19 test," he said. "Undergoing a Covid-19 test is costly as it requires test kits and personal protective equipment."

However, all inbound passengers must still present a full Covid-19 vaccination certificate upon arrival. If not, then travellers must get vaccinated within 14 days at a location designated by the Ministry of Health.

Prime Minister Hun Sen has announced that all Cambodians will receive a fourth dose of vaccine against Covid-19 with the support of development partners.

"We know that we have a limited budget for the fourth dose, but the government may reduce other expenses to buy the vaccine. The government will not [go] bankrupt at any cost," he said.

The government's budget was limited but support from the Asian Development Bank and the Asian Infrastructure Investment Bank would help fund the inoculations, he added.

Hun Sen questioned Australia's commitment to delivering two million doses of the Pfizer vaccine as promised earlier this year.
